The Valga Rural Municipality Government hereby announces that with Order No. 86 of the Valga Rural Municipality Government dated 01.04.2026, the preparation of a detailed spatial plan for the land parcel Jaama pst 1 and its surrounding area in the city of Valga has been initiated with the aim of planning a modern commercial and service building on the land parcel Jaama pst 1 in the city of Valga, which will densify the central urban fabric, strengthen the city's development axis, and enhance the quality of the area's public space and urban identity. The size of the planning area is approximately 12,880 m². The planning area is located in the centre of Valga (in the Kesklinn settlement), being in contact with the city's main development axis Valga railway station (Jaama puiestee) – Vabaduse tänav (main commercial street) – Kesk tänav – Valga central square – Valga-Valka border area. The development axis and its contact areas are a priority in the planning of the city of Valga's development. The following cadastral units have been included in the detailed spatial plan area:
- Jaama pst 1 in its entirety (identifier 85401:006:0010, cadastral area intended use commercial land 100%, area 8,496 m2);
- Partially Ernst Enno street T1 (identifier 85401:006:0005, cadastral unit land use transport land 100%, area 3,779 m2);
- Partially Jaama boulevard (identifier 85401:007:0026, cadastral land use transport land 100%, area 15,542 m2);
- Partially Allika Street T2 (identifier 85401:007:0014, cadastral land parcel designation transport land 100%, area 6,955 m2).
- The preparation of a detailed plan is necessary because the construction of a new building is planned.
- The preparation of a detailed town plan is required in cities for the erection of a building subject to building permit requirements.
- The principle of public participation and information, as well as the principle of balancing and integrating interests, are best ensured through the detailed planning procedure.
A topo-geodetic survey is required for the preparation of the plan. The need for any other surveys will be assessed during the planning process.
