The aim of the action is to improve the accessibility and quality of public services by organising services in a modern way, taking into account the demographic decline, ageing and the needs of the target population, and by encouraging local authorities to cooperate in the implementation of initiatives for the development of effective, integrated public services and service networks, while ensuring equal treatment and accessibility for different social groups.

PROJECT SUMMARY: As a result of the project, the operation of the swimming pool of Valga municipality has been brought under Valga Sport, so that the provision of sports services, booking of times and marketing would be carried out through one environment and one institution. As a result of the renovation, Valga Swimming Pool has been modernised - the space programme has been updated and accessibility and ease of use for all, including people with special needs, has been ensured. Sports services are available through the renewed Valga Sport website. 4 new service packages have been introduced.
THE AIM AND OUTCOME OF THE PROJECT: The aim of the project is to modernise the sports services of Valga municipality, using the example of the swimming pool, which means improving the current management model by bringing the important sports facilities of the municipality within the structure of Valga Sport, an institution managed by the municipality.
Reconstruction of the swimming pool complex and the space programme will be upgraded to ensure compliance with current requirements, in particular as regards accessibility.
Valga Sport is recruiting to provide and market quality public services at the swimming pool:
- a project and service manager responsible for launching new service packages and marketing the pool's services (project activities).
- two administrators who receive and send away visitors, distribute towels, book pool times and keep the pool management calendar on the website.
- two lifeguard instructors to ensure the safety of swimmers in the water (project activities).
- a swimming pool technician responsible for monitoring water quality and maintaining technical systems.
- Cleaning staff, whose job is to keep the swimming pool premises tidy.
The reconstruction of the swimming pool will allow to start offer additional attractions for children and young people such as baby swimming, water gymnastics, aqua aerobics or other water-related activities. Ensuring accessibility for the elderly and people with special needs, which has been missing until now, improve services for young children and families. During the project period 4 new public service packages will be designed and piloted. After analysing the project results, we will be able to assess their impact in terms of both the inclusion of the target group and the improvement of quality of life. Implementing digital developments with marketing channels (website development with an online booking and sales environment, digital gates in the pool, information screens, inspirational video clips, etc.) will provide a better user experience and ensure greater involvement of target audiences. Through an inclusive and public outreach and education programme, public awareness will be raised, an engagement programme launched under the project (new service packages in the swimming pool and training series, etc.) will bring together different social groups and encourage people with special needs to participate more in sport services.
PROJECT BUDGET:
- Total cost of the project: EUR 1 192 751,00.
- Eligible cost: EUR 1 036 320,00
- The maximum amount of the grant is up to 70% of the eligible cost of the project and the maximum amount is EUR 725 424,00.
- The minimum own contribution is 30%, amounting to EUR 310 896,00.
The project is supported by the European Regional Development Fund.
