Explanation: The settlement of Valga, which is the centre of the municipality, was granted town charter in 1584 and the historic Valga town charter dates from 1590. The depiction of a hand holding a sabre is a reference to the grantor of the city rights, King Stefan Bathory of Poland. The conifers on the rim are from the symbols of the municipalities that joined the city of Valga, signifying forestry and hunting and referring to the five merged municipalities. The green colour of the shield symbolises vitality, naturalness, youthfulness and fertility. Silver is a symbol of purity, hope and spiritual light, and gold is a symbol of ripe fruit, happiness and respectability.

Description of the flag: A white boom on the green field, 1/5 of the width of the flag. The flag has a width to length ratio of 7:11 and a normal size of 105×165 cm.                                                                                                  

Explanation: The flag of Valga municipality is based on the historic three-striped flag of the town of Valga, which is the heart of the municipality, with the municipality's coat of arms in gold at its centre. The green background of the flag, which symbolises closeness to nature, vitality, youthfulness and fertility, emphasises Valga's historical status as the county seat of the former Livonian governorate and now the seat of the municipality, around which four municipalities have been merged. A total of five annexed regions are symbolized by green coniferous plants on the golden edge of the flag, which is placed in the centre of the flag. The combination of the flag of the city of Valga and the coat of arms of the new municipality underlines the historical and legal continuity and integrity of the region, bringing together the old and new administrative divisions into a symbolic visual whole.
