Everyone living in Estonia has a duty to ensure that the details of their place of residence in the population register are correct. It is important that the address where a person permanently resides is entered in the population register. A person is obliged to submit his/her details to the Population Register after moving to a new place of residence, in the event of incorrect details being found in the Population Register, or in the absence of details of his/her place of residence. For the purpose of verifying the data, the local authority will also give the person access to the population register on request. See more: verifying and correcting population register data.
If a person changes his/her place of residence in Estonia, moves to a foreign country or from a foreign country to Estonia, he/she must submit a declaration of residence.
NB: If you change your place of residence, you must notify the Population Register of your new address within 14 days, or within 30 days if you move abroad.
It is possible to submit a residence notification:
- when you arrive;
- by sending a copy of the personal identity page of your identity document by post and attaching it to your residence notification;
- by sending a digital signature by e-mail;
- using e-freezer e-service (the portal can be accessed via ID-card, Mobile-ID and Smart-ID).

Documents required in addition to the residence notification:
- an identity document (a copy of the document if you send it by post).
- a document proving the right to use the accommodation (tenancy agreement).
- the written consent of the owner of the accommodation, if you are not the owner of the accommodation.
- the written consent of the co-owners if the dwelling is co-owned.
- if the parents have joint custody of the child, the consent of both parents is required to change the child's residence details.
Forms for notifications of residence in the population register and instructions for filling them in
If a person's place of residence is registered as a room belonging to someone else, which he or she is not entitled to use as his or her place of residence and which he or she does not use as his or her place of residence, the owner of the room has the right to submit an application to the local authority with the corresponding address to change the address details of the person or persons registered in the room.
