Project summary: The construction of the Tsirguliina near-zero energy community centre and the demolition of the existing community centre will improve the spatial environment of Tsirguliina village and ensure better usability, multifunctionality, accessibility and the provision of new services in cooperation with the community. The new building will have modern spatial solutions, a user-friendly indoor climate and energy-saving solutions. The population of Tsirguliina favours the relocation of the community centre from the outskirts to the centre.

The aim and outcome of the project: The aim of the project is to build a modern, energy-efficient and multifunctional community centre in the centre of Tsirguliina village, the new Tsirguliina Community Centre, which will support the development of the area, strengthen community cohesion and ensure access to cultural and leisure services for all target groups. The project will improve the efficiency of space use, reduce energy consumption and improve the quality, diversity and user involvement of services. The project will support the maintenance and development of regional services by making them more accessible, flexible and cost-effective.

The construction of a new community centre and the demolition of the existing building will help Valga municipality to achieve its goal of concentrating public services in regional centres, where better accessibility, cross-use of services and lower administrative costs are ensured. This is in line with both the spatial strategy and the location of the population, improving the living environment and increasing access to services.

The new building is located in close proximity to the Tsirguliina school, kindergarten, library and service centre, supporting spatial coherence and strengthening the central function. The design and construction of the Tsirguliina near-zero energy community centre and the demolition of the existing community centre will improve the quality of life in the Tsirguliina village.

Building and use permits are issued in accordance with current requirements and in line with the building design and spatial planning.

Project budget:

Eligible project costs (EUR): 1 005 337,00

Max amount of the grant (EUR): 703 735,90 (rate 70%)

Minimum amount of co-financing (EUR): 301 601,10 (min rate 30%).

The construction of a nearly zero-energy building will be supported by the Estonian state from the proceeds of EU greenhouse gas emission allowance trading.
