Supplementary social allowance

In Valga municipality, supplementary social assistance is paid to partially compensate a person or family in material need for higher than usual basic expenses in cases where no other benefits are provided by the state or local government or where these benefits are clearly insufficient.

The material defect of Valga Municipal Council Regulation No 89 of 25 October 2019 "Procedures for granting social assistanceˮ  Under § 6(2), a situation is considered to exist where the income of the first member of a family living alone or in a family is less than EUR 350 and the income of each subsequent member of the family is less than EUR 150, averaged over the last three months. Income is taken to mean all income of the person or family, excluding subsistence allowance. When assessing the need for assistance, the person's other essential expenses may also be taken into account.

In the case of material deprivation, the decision to grant additional social assistance is taken by the municipal social work officer within 10 working days. The maximum amounts of the allowance are as follows:

  1. to reimburse the costs of purchasing firewood or harvesting firewood. up to €100 per family per year;
  2. reimbursement of the costs of a child's extracurricular activities up to €25 per child per month;
  3. reimbursement of nursery school fees up to €50 per month;
  4. reimbursement of the child's public transport costs up to €50 per month for travel to and from school and leisure activities;
  5. treatment and care costs (transport to the institution, prescription medicines, fees for visits and bed days, medical treatment, nursing care equipment) up to €50 per quarter;
  6. Invalid equipment up to €100 per year to cover the rental and purchase of equipment (including glasses);
  7. reimbursement of fees for identity documents up to €30.

Retrieved from for supplementary social assistance in the event of material deprivation may be submitted, as a general rule, on a quarterly basis and for reimbursable expenses exceeding €10.

An application for a childcare allowance can be submitted once a calendar year by 25 August and the allowance is usually granted for nine months (from 1 September to 31 May) and is deducted by the childcare provider from the child's monthly childcare allowance.

The head of the social work service of Valga Municipality or the social committee of the municipality has the right to make exceptions.
