Non-income-related benefits are those to which every resident of the municipality is entitled, regardless of their income. There are four such allowances in Valga municipality: a birth grant, a childbirth grant, a school allowance for families with three or more children and a funeral grant.

Childbirth allowance
Childbirth allowance is paid on the birth of a child. The amount is €430 paid in three instalments: €230 at birth, €100 when the child is 1 year and 6 months old and €100 when the child is 3 years old. One parent whose place of residence is registered in Valga municipality can apply for the allowance. The child's first place of residence at birth must also be registered in Valga municipality. In order to be eligible for the 2nd and 3rd parts of the allowance, the child and one parent must have their place of residence continuously registered in Valga municipality. Ranit support
Ranit support is a one-off allowance for a child starting class 1, amounting to. EUR 160. The residence of the parent applying for the allowance and the child attending the school must be registered in the municipality of Valga.
How does it work?
When a child enters the first grade, the educational institution submits the corresponding entries to the Estonian Education Information System (hereinafter EHIS). Usually these entries are made by 10 September at the latest.
As officials will only be able to deal with applications once the child's details have been entered in EHIS, we recommend that applications start from 10 September.

School education allowance for families with three or more children is an annual allowance for a family with three or more children up to the age of 19 attending day school or distance learning in the case of basic education, amounting to. One of the parents registered as a resident of Valga municipality is entitled to apply for the allowance, and the children's place of residence must also be registered in Valga municipality. The allowance is paid at the Social Work Service of Valga Municipality, where the parent's identity document and bank account number must be presented. Proof of the children's studies in educational institutions is required if the child studies outside Estonia. Funeral allowance
The amount of the death grant is €250. The funeral allowance is paid for the funeral costs of a person who lived in Valga municipality to the person who bore the funeral costs. To be entitled to a funeral allowance in Valga municipality, the deceased must have been registered in the register of residents of Valga municipality on the date of death.
