Carer's allowance may be applied for by any person who provides a person in need of care with special needs and who has been appointed as a carer of that person by order of the Valga Municipality Government. The need for continuous care is established by the social assistance office on the spot or on the basis of an assessment questionnaire carried out at the home of the disabled person, the extent of the need for assistance and the need for the appointment of a carer are decided.
