Implementation of the Person-Centred Special Needs Service (ISTE) model in Valga municipality
Valga Municipality takes part in the project "Continuation of the implementation of the person-centred special welfare service model in local government 2025-2026.". The project is funded by ESF " TAT "Access to social protection and long-term care" sub-activity "Piloting an integrated, person-centred and flexible system of special care services.". The ISTE project allocated 50 service places to Valga municipality.
The duration of the project is 01.01.2025-31.12.2026.
With ISTE, it is possible to design a personalised service for a person with special needs, based on his or her needs, consisting of rehabilitation, special care and other social services activities. The service model supports the beneficiary in the following areas of life:
- mental health - various therapies, psychologist or counsellor services;
- coping with everyday life - budgeting, help with money, household chores, cooking, etc;
- place of residence - support to solve problems related to housing, to change accommodation or to improve living conditions, etc;
- working and learning - finding and keeping a job or apprenticeship, etc;
- physical health - assisting with the use of assistive devices, physiotherapy, transport, etc;
- social relations - building, maintaining and sustaining supportive relationships, etc;
- free time - leisure activities, support for hobbies and interests, etc.
The activities of the ISTE project are targeted at people with severe, profound or persistent mental health problems who meet all the following conditions:
- the person is at least 18 years of age (as an exception, young people under 18 years of age involved in an ISTE project can continue in ISTE in the period 2023-2024 if the local authority considers that the person needs to continue the service);
- the person does not have a diagnosis of dementia or dependence on alcohol or drugs as their main illness;
- the assessment has identified a need for assistance and support in coping with everyday life;
- In the period 2023-2024, the person involved in the ISTE project must have had an assessment of his/her need for help and support (primary or recurrent) carried out during 2024 and the LA has assessed that the person needs to continue the service;
- project entrants must be on the waiting list for an SKA special supportive care service (supported living, employment support or daily living support, excluding daily living support for people with autism spectrum disorder and daily living support as a day and weekly care service) at the moment of entry.
A person in need participating in an ISTE pilot must not be receiving special care or social rehabilitation services at the same time under the current national system. Similarly, a beneficiary participating in the service model must not receive similar services at the same time under several externally funded activities, including the European Social Fund.
People in need can only enter the ISTE project for the first four months, i.e. from 01.01.-30.04.2025. After that, services will be provided to people until they have a need or until the end of the project (31.12.2026).
Service providers 2025-2026
As a result of the public procurement, the providers of ISTE support services in Valga municipality for the period 2025-2026 are:
- Päikeseringi Selts MTÜ;
- Valga Abikeskus MTÜ;
- Tarbatu Health Park OÜ;
- Masaan OÜ.
The components of the basic ISTE service are provided by Valga Municipality.

Service providers 2023-2024
In Valga municipality, the services are provided by Akersoni OÜ, Päikeseringi Selts MTÜ, MTÜ Valga Abikeskus, Tarbatu Tervisepark OÜ, Valga Aktiviseerimiskeskus, which provide the necessary support to people and are responsible for the organisation and implementation of services.
