The first snow is not far away - now is the right time to remember how snow removal and winter maintenance is organised in Valga municipality.
Which roads will be rejected?
Snow clearance is carried out on all local roads in the municipality, as well as on private roads connecting a dwelling with a public road and where, according to the population register, residents of the municipality live permanently.
Owners of private roads do not need to apply!
There is no free snow removal:
in outdoor areas;
if the work would endanger property or the rights of others;
if the holder of the waste who is using the dwelling as his/her accommodation is temporarily exempted from the obligation to carry out an organised waste shipment. the obligation to join.
Winter maintenance principles
The works are carried out in accordance with Chapter 4 „Winter maintenance” of the Regulation of the Minister of Economic Affairs and Infrastructure No. 92 of 14.07.2015 „Road condition requirements” and Annex 6 (Winter road condition), Annex 7 (Winter road condition), Annex 8 (Winter road condition requirements) and Annex 9 (Maintenance cycle time in hours) of the Regulation.
Snow clearance is carried out on local roads in case of fluffy snow when the snow layer exceeds 10 cm and in case of melting snow and slush when the snow layer exceeds 5 cm. The thickness of the snow and slush layer is calculated from the surface of the snow layer that has been driven over.
On roads, the snow clearance maintenance cycle will start after the end of the snowfall or the end of the snowstorm, at the latest within one hour. The time of the maintenance cycle is the deadline by which winter road condition requirements must be met. The maintenance cycle is kept by the municipality, and is normally 24 hours. In the event of severe weather conditions, the maintenance cycle time may be extended.
On weekdays, snow clearance will be carried out as a priority on the roads where school bus routes run, ensuring the road is passable according to the timetable, but no later than 6.30 am.
There are a total of 15 snow clearance areas in Valga municipality. The 14 rural districts are divided in such a way that there is one unit of equipment per snow clearance area and the maximum size of the area is 35 km. This allows snow clearance to be carried out in the area within approximately 10 hours. The municipality has also organised the snow clearance in such a way that one snow clearance round is started in one direction and the next snow clearance round is pushed in the other direction. This will ensure a more equal chance of getting out of the farm.

Free snow clearance is provided on private roads that meet the following conditions:
the private road has been cleared of obstacles for at least 5 metres;
Obstacles (e.g. ornamental shrubs, planters, stile ends, stones, etc.) along the edges of private roads are marked in such a way as to ensure their visibility in darkness and regardless of the thickness of the snow cover. The use of wooden markers at least 1,5 m high (with reflective strips where possible) is recommended;
tree limbs have been removed from a minimum height of 3.5 metres and a minimum width of 1 metre on both sides of the road;
there is a space next to the private road where snow can be pushed;
the width of the private road and the bends in the road allow for the movement of snow clearing equipment and snow removal operations.
The municipality does not organise the removal of snow from means of transport or the clearing of snow from outdoor areas.
The municipality does not carry out snow removal for legal persons.
