Initiation of the general plan and strategic environmental assessment of Valga municipality
Valga Municipal Council Decision No 74 of 28.09.2018. a the preparation of a general plan and a strategic environmental impact assessment for Valga municipality was initiated. The main objective of the initiated planning is to define the principles and trends of spatial development of the whole territory of Valga municipality. The aim is to integrate the areas of Valga municipality into a coherently functioning environment that ensures the possibility of life and the balanced maintenance of the natural environment in all parts of the municipality, and to form an integrated system of living, economic, natural and cultural environments.
The principle of public participation and information
The local authority must ensure that the planning process is open to the public. Information on the planning procedure and planning must be available to all free of charge. The Valga municipality government informs the public about the stages of the Valga municipality general planning procedure and organises public exhibitions and public hearings during the planning process. The aim is to ensure adequate involvement. Notices related to the general plan are published on the website of Valga municipality, in the newspapers Lõuna-Eesti Postimees and Valga Teataja.

The preparation of the general plan of Valga municipality is organised by the Valga municipality government through the construction and planning service. The drawing up and organisation of planning is the responsibility of the Chief Planning Specialist, the Municipal Architect and the Environmental Specialist.

Valga City Council Decision No 111 of 29.04.2016. a the preparation of a general plan for the city of Valga and a strategic environmental assessment were launched.
The general plan of the city of Valga must become a meaningful strategic development document for the local government in order to create a high-quality living and economic environment and to halt population decline. The aim of the general plan for the city of Valga, which is being prepared, is to adapt the urban space of Valga to the conditions of population decline, to create a compact, high-quality, well-functioning and economical living and economic environment, with an emphasis on the revitalisation of the city centre, the modernisation of the housing stock and the re-use of commercial and production areas. Urban spatial planning also needs to give greater priority to entrepreneurship and entrepreneurial people, to take into account the needs of an ageing population and to guide urban development towards urban consolidation and concentration. The aim is also to encourage resource (including energy) efficient solutions, giving priority to densifying or reusing the existing built environment, using existing infrastructure rather than developing new greenfield sites. The general plan of the city of Valga is drawn up for the whole territory of the city of Valga in order to agree on the principles of development and to determine the trends of spatial development. Spatial and functional links with the city of Valka are also taken into account.

Any person or body which may have an interest in the significant environmental effects likely to result or in the spatial development trends of the planning area may express a wish to be involved in the preparation of the general plan. To this end, the Valga Municipality must be informed of the wish, together with the means of notification (letter or e-mail) and the necessary contact details.

Scenarios for the preparation of the general plan of the city of Valga
For the preparation of the master plan, urban development scenarios were prepared and visualised. The scenarios describe the development potential of the city of Valga and are mainly based on statistical data on population and housing stock and projections based on these data. At its meeting on 11.04.2017, the Valga City Council selected scenario 2 - adaptation of the urban space to the conditions of shrinkage - for the preparation of the master plan.
