Beneficiaries of the 2022 round of the South-East Estonia Specialist Housing Support measure

Valga municipality's 2022 call for applications was open from 14 February to 14 March.
By the deadline, 11 specialists had submitted applications, 10 of which were for the renovation of housing and one for the purchase of housing. The procedure for two applicants was interrupted because the application was found not to comply with the Regulation. Two specialists withdrew their applications.

Seven applications were submitted to the evaluation committee set up by Valga Municipality. The evaluation committee, composed of Kaupo Kutsar, Iivika Voode, Marek Mekk, Janek Rennu and Mare Raid, evaluated the applications in accordance with the evaluation guidelines.

At the meeting of the Valga Municipality Government on 26 April, it was decided to approve the eligible applications submitted for the measure "Implementation of the support measure for housing for professionals in South-East Estonia in Valga Municipality 2022" on the basis of the proposal of the evaluation committee as follows:

  • to accept the application of one person for the implementation of a project for the renovation of a dwelling, to award a contract and to grant a subsidy of EUR 4331,72 plus the applicant's own contribution of EUR 2133,53;
  • to accept the application of one person for the purchase of a dwelling, to conclude the contract and to grant a subsidy of EUR 4623,00, plus the applicant's own contribution of EUR 2 277,00;
  • to grant the application of five persons for the implementation of a project for the renovation of a dwelling, subject to the condition that a building project for the planned works is submitted within 90 days of receipt of the decision. Subject to compliance with the conditions, to conclude a contract with the applicants for the realisation of the projects submitted, for a total amount of EUR 48 570,20, to which the applicants shall contribute a contribution from their own resources.  

The total amount of funding for the current round 2022 in Valga municipality was 66 574 EUR. Based on the applications submitted and the decision of the Valga municipality government of 26 April 2022, the total amount to be paid out from the support fund is 57 524,92 euros, of which the Valga municipality contributes 50% and the state contribution is 50%.

Eligibility period: 26 April 2022 to 30 November 2022 (inclusive). Deadline for submission of the final report: at the latest 30 working days after the end of the eligibility period.

Grant agreements were signed with 7 specialists.

  • One beneficiary submitted a request for termination of the contract on 27 June 2022. The grant amount of EUR 9380,00 has been reimbursed to Valga Municipality.
  • Two beneficiaries have applied for contract extensions, which have been granted (due to geopolitical constraints in the supply of building materials) - deadlines 28.02.2023 and 1.03.2023.

On the basis of the proposals of the Evaluation Committee, Valga Municipality Government has approved the final reports of the beneficiaries of the 2022 support measure for housing for professionals in South-East Estonia as follows:

  • Argo LEESIK, grant amount €10 000;
  • Põim KAMA, grant amount EUR 10 000;
  • Marelle MANGUS, grant amount €10 000;
  • Ms Külli RADSIN, grant amount € 9 190,20;
  • Karl Joachim OTT, grant amount EUR 4 623,00;
  • Siim LAKS, grant amount EUR 4331,72.
Information on the 2022 call for proposals

Purpose of the grant is to improve the living conditions of professionals living in Valga municipality and working in companies in the South-East Estonia region, thus contributing to the retention and attracting of professionals who are important for the economic development of the region.

Applications are open to professionals from all sectors, but for the 2022 round, priority will be given to applicants whose professional activities and sectoral competences are primarily related to the provision of services in the social, health, agricultural and education sectors. An additional criterion and bonus for the 2022 round is that the applicant's place of residence was not Valga municipality as of 1.01.2022 according to the Population Register. This year, it is allowed to give preference to applicants with equal scores in the evaluation of applications whose employer has its permanent place of business in Valga municipality.

Only a professional or self-employed person working in a company who fulfils the following requirements can apply for support under this measure:

  • have a higher education or vocational secondary education and/or professional training or experience relevant to the job;
  • the applicant has a permanent employment relationship with an enterprise operating in the region, or is a member of the management board of a company or self-employed person operating in the region;
  • the applicant does not have any debts to the state and Valga municipality;
  • the applicant is the owner or co-owner of a dwelling or has concluded a purchase and sale agreement for the purchase of a dwelling in Valga municipality.

NB! Professionals working in the public sector, foundations and non-profit organisations are not covered by this support measure.

The minimum grant is €2,000 and the maximum is €10,000 per project. The grant will amount to a maximum of 67% of the project's eligible costs. Self-financing must amount to at least 33% of the total project cost. Only transactions carried out from a current account belonging to the beneficiary are eligible.

The total financial volume of the 2022 round in Valga municipality is 66 574 euros, half of which is provided by the state.

If you receive a grant the dwelling must have been owned, co-owned or jointly owned by the beneficiary for at least three years from the date of the report's approval, the beneficiary's permanent place of residence and, according to the Population Register, the beneficiary's place of residence in Valga municipality.

The application must be submitted Digitally signed on the application form approved by Valga Municipality and sent by e-mail: valga@valga.ee or submit a signed paper copy to Valga Municipality, Puiestee 8, Valga 68203. When submitting a paper application, please take into account the working hours of Valga Municipality!

If sent by post, the application must be sent by registered mail (postmarked no later than 14 March 2022). 

The application is accompanied by the following documents:

  • a formal project budget;
  • a standard entrepreneur-employer form signed by the employer;
  • copies of documents proving the applicant's education, training or professional experience;
  • at least two comparable tenders for the construction of the dwelling. If it is not possible to provide comparable quotations, justification and price calculations must be provided. Quotations do not have to be submitted for the cost of purchasing the dwelling;
  • in the case of a purchase of a dwelling, a preliminary sales contract;
  • in the case of the construction of a dwelling, a building permit or a building permit and a building project, if required by Annex 1 to the Building Code;
  • the written consent of the co-owners in the case of construction of a dwelling.

The Ministry of Finance, in cooperation with the municipalities of South-East Estonia, has developed a support measure to Regulation to contribute to the development of the region.

Conditions and procedure of the Valga municipality 2021 call for applications. has been approved by the Valga Municipal Council on 29 January 2021 by Regulation No 122: "Implementation of the housing support measure for professionals in South-East Estonia in Valga municipality .

The call is open from 5.04.2021 to 3.05.2021.

The Ministry of Finance, in cooperation with the municipalities of South-East Estonia, has developed a support measure to contribute to the development of the region.

Purpose of the grant is to improve the living conditions of professionals living in Valga municipality and working in companies in the South-East Estonia region, thus contributing to the retention and attracting of professionals who are important for the economic development of the region.

Supported by the purchase or renovation of housing in the territory of Valga municipality. The specialist may work in any county of South-East Estonia, but in order to receive the support, the supported dwelling must be the specialist's place of residence as recorded in the population register for at least three years from the end of the project's eligibility period and the specialist's actual place of residence must be in Valga municipality. Only transactions carried out from a current account belonging to the beneficiary are eligible. 

Applicants can be natural persons who:

  • have a higher education or vocational secondary education and/or professional training or experience relevant to the job;
  • have an indefinite employment contract with an enterprise operating in the region or are a member of the board of directors of a company or self-employed person operating in the region;
  • have no debts to the state or local government;
  • is the owner or co-owner of a dwelling or has concluded a purchase and sale contract for the purchase of a dwelling in Valga municipality.

NOTE: Only a professional or self-employed person working in a company can apply for support under this measure. Professionals working in the public sector, foundations and non-profit organisations are not covered by this support measure.

If you receive a grant the dwelling must have been owned, co-owned or jointly owned by the beneficiary for at least three years from the date of approval of the report, the beneficiary's permanent residence and the beneficiary's place of residence as recorded in the population register.

You can apply for support from the programme once per dwelling. The minimum grant is €2,000 and the maximum is €10,000 per project. The grant represents up to 67% of the eligible project costs. Self-financing must amount to at least 33% of the total project cost. The total financial volume for the 2021 round in Valga municipality is EUR 66 492, half of which will be covered by the State.
