Committees

For the organisation of its work, the Municipal Council shall set up temporary and permanent committees and, if necessary, approve their statutes. There are seven standing committees in Valga Municipal Council: 

• development and economic affairs committee,
• education committee,
• community and safety committee,
• culture, sport and youth committee,
• finance committee,
• the audit committee,
• sotsiaalkomisjon.

The Standing Committee shall be set up and its composition approved by a decision of the Council. The chairman and the vice-chairman of the commission shall be elected by a majority of the votes cast by the members of the council. The number of members of the commission shall be determined and the members of the commission shall be approved by public vote on a proposal by the chairman of the commission. The members of the Commission may also be elected from among the inhabitants of the municipality on a proposal from the chairman. At least half of the members of the commission must be councillors. Only councillors may be members of the Audit Commission.

The work of the committee is organised by its chair. In addition to the members of the commission, members of the council and the municipality who are not members of the commission may also speak at the commission meeting. Minutes shall be taken at the meetings of the committee. The minutes shall record the time of the meeting, the participants and invited guests, the agenda of the meeting, the decisions of the committee and any dissenting opinions of the committee members. Decisions of the commission shall be adopted by a majority of the votes cast, and a quorum shall exist if at least half of the members of the commission are present.
