The public opening of the draft budget strategy 2025-2030 of Valga municipality and the submission of proposals took place from 7.08.-21.08.2024. Amendments could be submitted by the public during the public consultation, until 21 August 2024 (inclusive) at the latest.

The public consultation was held on 4 September 2024 in the 1st floor of the Valga Town Hall. On the same day, the Steering Group on Development Strategies also met to discuss and give its opinion on all the formal and timely amendments received

Composition of Valga municipality development strategy working groups from March 2024 onwards

Public opening of the draft development plan "Development plan of Valga municipality until 2035+". will run from 24 July 2023 until 7 August 2023.

Valga Municipality Government has initiated the amendment of the Valga Municipality Development Plan 2021-2035+ by Order No 151 of 11 April 2023.

Amendments can be submitted by by email valga@valga.ee or by delivering a paper copy to the secretary of Valga municipality, Puiestee 8, Valga no later than August 7, 2023 at 10 a.m. at the latest.

Development plan public consultation will be held at the Valga Town Hall, Kesk street 11, Valga city 8 August 2023 at 15.

The draft has been published on the website of Valga valla. valga.ee. 

Valga Municipality Government has initiated the amendment of the Valga Municipality Development Plan 2021-2035+ by Order No 151 of 11 April 2023.

The development documents of Valga municipality are based on. Regulation No 1 of 16 January 2020 of Valga Municipality Government "Procedures for the preparation of the development plan and the budgetary strategy"

Valga municipality steering group on development strategies was formed by the Municipality on 15 April 2020 Order No 124 and amended on 4 November 2020 Order No 379 . 
Chair of the Steering Group is the mayor of the municipality Monika Rogenbaum.

Decision No 34 of 27 April 2022 of the Valga Municipal Council. On the basis of point 1.11. of the "Appointment of representatives to the committees of Valga municipality", the following have been appointed to the steering group for the preparation of development strategies of Valga municipality. Valga By the Municipal Council: Rainer Kuutma, Hans Heinjärv, Anneli Kattai, Alar Nääme, Meeli Tuubel and Aasa Põder.

The steering group is composed of representative of non-profit organisations Aet Arula-Piir, consultant for non-profit organisations at the Valga County Development Agency, aet.arula@valgamaa.ee and business representative Hans Heinjärv, President of Valga Business Club, hans.heinjarv@pindi.ee.   

Working group leaders:

1. The Budget and Finance Working Group is chaired by Annely Adrat, Head of the Finance Service, annely.adrat@valga.ee;
2. The working group on the development of the municipality and development projects, energy management, housing, municipal property, municipal management, environmental protection, construction, land use planning, municipal planning, entrepreneurship, tourism, and image management is chaired by Deputy Mayor Kaupo Kutsar, kaupo.kutsar@valga.ee;
3. The working group on education, culture, youth work, physical education, sport, community development, leisure and public health and recreational education is chaired by Deputy Mayor Maarja Mägi, maarja.magi@valga.ee;
4. The Social Welfare, Health and Prevention Working Group is chaired by Ülla Kimmel, Head of Social Services, ylla.kimmel@valga.ee.

Public opening of the draft budget strategy 2023-2027 of Valga municipality

 "Valga municipality budget strategy 2023-2027″ draft was publicly opened and proposals were submitted to 16.08-30.08.2022.

Comments and suggestions on the draft will be invited during the public consultation, no later than 30 August 2022 in writing by e-mail to valga@valga.ee or by bringing them to the office of Valga Municipality, Puiestee 8, Valga, using the form provided.

Preparation of the Development Plan 2021-2035 and the Fiscal Strategy 2021-2025 has started.

Order No 26 of 5 February 2020 of Valga municipality initiates the procedure for. The process of drawing up the Valga Municipality Development Plan 2035+ and the Valga Municipality Fiscal Strategy 2021-2025.

On the basis of the Valga Municipality Regulation No 1 of 16 January 2020. "Procedures for the preparation of the development plan and the budgetary strategy" § 1(5), the development plan and the budgetary strategy shall be drawn up as separate documents.

Valga municipality steering group on development strategies was established by Order No 124 of the Municipal Executive of 15 April 2020 (amended on 4 November 2020). Order No 379 ). Chair of the Steering Group is the mayor of the municipality of Ester Karuse.

The steering group set up for the implementation of the development plan and the budget strategy has the task of managing the process, analysing the proposals received from the working groups for amending the development plan and incorporating them into the development plan and the budget strategy in accordance with the procedure for drawing up the development plan and the budget strategy of Valga municipality.

The draft development plan and the draft budget strategy will be made public on the Valga website.

At the extraordinary session of the Valga Municipality Government on 29 November 2019, the draft decree "Valga Municipality Development Plan and Budget Strategy for 2019-2023" was submitted to the Valga Municipality Council for approval at its session on 13 December. Annex 1. Profile of Valga municipality. As at 28.09.18

Proposals received by 1 October 2019 introduced in the current development plan, updated the budgetary strategy. The working version of the draft was presented to the committees of Valga Municipal Council.

In the course of the review of the development plan and the budgetary strategy of the municipality, meetings were held in September with the heads of the sectors and services to obtain feedback on the achievement of the objectives set in the development plan and to update the activities. From 10 September 2019, a public collection of suggestions was carried out on the website of Valga municipality, during which everyone had the opportunity to submit their suggestions for amendments and improvements to the document. A call for comments was also published in the Valga Teataja newsletter.

Preparation of a development plan for Valga municipality

Since the beginning of 2018, the new development plan of the municipality has been an important work in the municipality. Its drafting and implementation are required by law, and the objectives and actions formulated in the development plan form the basis for various projects. However, the main objective of the development plan is to ensure the sustainability of the municipality and the satisfaction of its inhabitants, so that they can enjoy a good life in the countryside as well as in the city.

Every municipality that was merged into Valga municipality had a valid development plan at the beginning of 2018. The preparation of the new joint document started with a review of the existing plans to identify the outstanding objectives and activities in each region and to assess their continued relevance together with stakeholders. It is important to ensure that the activities planned in the past in the different regions are reflected in the new development plan. A steering group has been set up to prepare the development plan for Valga municipality, with the task of taking key decisions. The steering group is also responsible for the implementation of the development plan and for making the necessary changes to it. The team is composed of members of both the council and the municipality, as well as the heads of the services, the municipal secretary and a representative of businesses. It is chaired by the Mayor of the municipality, Margus Lepik.

On 31.05.2018, development seminars were organised at the Valga Culture and Leisure Centre., where a thematic discussion was held to map the situation of the municipality and to find ideas for development, with the participation of experts from different fields, representatives of NGOs, entrepreneurs and active residents of the municipality. Summary of seminars

Valga municipality development plan and draft budget strategy 2019-2023 ready by 18 September 2018.. In accordance with the Local Government Organisation Act, the municipality publishes the draft development plan and the draft budget strategy on the website of the municipality or city for at least two weeks. During this period, residents have the opportunity to give feedback and make suggestions on the content of the document. The development plan and the budget strategy of Valga municipality will be submitted to the municipal council for approval in October 2018.
