Voting

There are six polling stations in Valga municipality. The electoral roll is electronic, so voters can go to the polling station most convenient for them. This means that a voter registered in Valga municipality is not bound to the polling station of his/her place of residence, but can vote in the polling station of his/her choice in Valga municipality during its opening hours.

In local government council elections, early voting outside the constituency of the place of residence is organised by polling station No. 1. If necessary, polling station No. 1 also organises voting at the place of residence, in a place of detention, in a hospital and in a day-care centre.

Voting at home is organised by all precincts.

Voting time

The local government council election week is from 13 October to 19 October 2025.Early and electronic voting will take place from 13 to 18 October. Voting on election day, 19 October 2025, will take place on only at stations.

The right to vote is granted to voters who are at least 16 years of age and whose place of residence is in Valga municipality. According to the Local Government Council Election Act currently in force, in addition to Estonian citizens, citizens of the European Union and aliens residing in Estonia on the basis of a long-term residence permit or permanent right of residence have the right to vote. 

You can cast your vote electronically from Monday to Saturday (13 October to 18 October) by voting at www.valimised.ee. As of this year, you can use the Smart-ID app to identify yourself and confirm your vote, in addition to your ID card and Mobile-ID. No electronic voting will be carried out by precinct commissions. Votes cast electronically can be cancelled at the polling station on election day, 19 October, by voting by paper ballot at the polling station.

Political agitation

During polling week, political advertising and agitation is allowed everywhere except in the polling station. It is therefore important to note that, in order to ensure electoral peace in the polling station, political advertising must not be visible or loud in the polling station. Among other things, it is not permitted to wear clothing with election advertising for political parties or electoral associations in the polling station. Persons wearing such advertisements should cover them up when entering the room.

Election factsheet

The 2025 local government council elections are coming up soon - voting week is 13-19 October and polling day is 19 October.

By 9 October at the latest, the Ministry of the Interior, with the help of SMIT, will send voters election information leaflets., which details how and when to vote. Newsletters are sent via three channels:

  • the majority will be sent to to the official e-mail address isikukood@eesti.ee, from where it is routed to the person's daily email address;
  • if there is no official e-mail address to forward to, a leaflet will be sent to an e-mail address in the population register.;
  • who do not have an e-mail address at all, receive a paper newsletter. by post the address of the place of residence or stay entered in the population register.

A total of around 950 000 leaflets are sent by email and around 55 000 by paper. Electronic leaflets will start to be sent out from the morning of 6 October, but due to the large volume of mail, this could take several days. Paper leaflets started to be sent as from 2 October, but most will be delivered this week.

Why hasn't my newsletter reached me?

The first thing to do is to check that the information sheet you have received by email has not gone into your spam folder. It may also be the case that a person has given the e-mail address of a close person as their e-mail address, in which case the election information leaflet may be sent to the e-mail address of a close person. It is possible to check your election details on the e-Registry portal. www.rahvastikuregister.ee (My details > My election info), including the information on the factsheet. To the official e-mail isikukood@eesti.ee the notifications to be sent are always available on the national portal. In the mailbox on Eesti.ee.

Why has my husband already received a newsletter but I haven't?

Newsletters are sent to all voters in turn and, although they are sent electronically, they take time to arrive and members of the same family may receive them at different times. All information leaflets must be sent by 9 October at the latest. However, it is worth checking that the information leaflet you have received by e-mail has not been sent to your spam folder.

I have recently moved and I have also submitted my new residential address to the RR - why is my old address on the information sheet and therefore my constituency accordingly? 

The voters' list is based on the address of the person's residence on the 30th day before polling day, i.e. 19 September. If there is a change of address after this date, the new address is not taken into account and the person is still on the electoral roll with the address valid up to 19 September (inclusive).

Why did a stranger send a paper leaflet to my postal address?

This is probably a person who has previously lived at this address and has not corrected his or her residence details. If this person no longer lives at this address, the owner of the residence can contact the local authority of the next address to have the residence of this person cancelled, or use the e-service of the e-mobility portal to do this www.rahvastikuregister.ee (Residence > My room occupants and address completion).

Why did I receive a paper leaflet when I want to receive it electronically?

Information leaflets are sent to voters by e-mail. A paper leaflet will be sent out if there is no voter's e-mail address in the population register. This can be reported on the website www.rahvastikuregister.ee or to a local authority.

Why was I sent a newsletter from an unknown person to my email address?

The person's e-mail address is probably the wrong one in the population register. To do this, you can forward the person's contact to the RR Product Support (abi@rahvastikuregister.ee), who will correct the data and the wrong person's address will be removed from the other person's contact details.

I already moved to Estonia last year and got a residence permit, but I didn't receive an election leaflet and I'm not on the electoral roll?

A citizen of Estonia who is at least 16 years of age, a citizen of another EU Member State and a stateless person residing in Estonia on the basis of a long-term residence permit or permanent right of residence (citizenship - undefined in the RR), whose place of residence is in the respective Municipality (Tallinn district), has the right to vote. The person must not have been declared legally incompetent to vote. Persons who do not meet the above conditions shall not be entitled to vote in municipal elections.

Why am I not on the electoral roll even though I am eligible to vote?

If a person does not have Estonian residence data in the Population Register, he or she will not have the data of the ready-made constituency and cannot be entered on the electoral roll. After submitting the residence data, the person will also be immediately entered on the electoral roll. If it is not possible to provide the owner's consent and the tenancy agreement, it is possible to enter the details of the place of residence of the person entitled to vote in the district of the municipality/town during the election week 13-19 October. It is important to submit the consent of the owner of the room or the tenancy agreement at the earliest opportunity so that the address can be entered in the register with the exact address, as the Municipality/District of residence entered during the election week will expire after 30 days.

Registration of candidates and election alliances

On 20 August, the registration of candidates and electoral alliances for local government council elections began. Documents could be submitted electronically via the election information system and on paper to the municipal election commission. It was also possible to submit documents electronically.

Local elections to be held on 19 October 2025

Local government council elections are held in the Municipal Council Elections Act  on the basis of. The representative body, or council, elected by the people of a municipality or city for a four-year term, organises local affairs and appoints the executive body, or municipality or city government.

Elections are open to political parties, electoral alliances and individual candidates. Every Estonian citizen and citizen of the European Union who has the right to vote and who has reached the age of 18 by the last day of registration of candidates and whose permanent residence is in the respective municipality or city on 1 August of the election year at the latest has the right to stand as a candidate. A member of the council may not be a candidate if he/she is a serving member of the armed forces or a person who has been convicted of a criminal offence by a court and is serving a prison sentence. An electoral alliance may be formed for the purpose of municipal council elections by at least two citizens of Estonia or the European Union who are entitled to vote. For this purpose, the partnership agreement and the application for registration of the electoral alliance must be submitted to the municipal or city election commission.

The right to vote is open to voters who are at least 16 years of age and whose place of residence is in the municipality or town concerned. According to the Local Government Council Election Act currently in force, in addition to Estonian citizens, citizens of the European Union and aliens residing in Estonia on the basis of a long-term residence permit or permanent right of residence have the right to vote. 
The size of the council varies depending on the number of inhabitants in the municipality or city.

In local government council elections, the required nomination documents must be submitted to the election committee of the municipality or city in order to nominate a candidate or candidates. Each candidate must submit a nomination form. Model nomination papers are prepared by the National Election Service and are also published on the election website.

Valga Municipal Council 28 May 2025 Decision No 135 "Determination of the number of members of the Valga Municipal Council, formation of electoral constituency and determination of the number of mandates in the electoral constituency", the number of members of the Valga Municipal Council was set at 25, and one electoral constituency No 1 with 25 mandates was formed for the election, covering the entire administrative territory of Valga municipality.
