Call for tenders for building rights

Valga Municipality announces a call for tenders for the right of occupancy for the property at Riia Street 7 in the city of Valga. (cadastral parcel no. 2852250, cadastral code 85401:003:0053, area 197 m).2, commercial land 100%).

It is an old brick building located on the edge of the central square of Valga's Old Town, which is under reconstruction. All activities are allowed in the building, provided they do not conflict with the surrounding milieu and character. It is also possible to change the zoning of the land and to use the public central square.

The building right is granted for a period of fifty years and the following conditions must be met:

  • To be received within 3 years from the date of the building right, a plan of action needs to be put in place and a building permit applied for to erect a new building or to reconstruct an old one.
  • Obtain an occupancy permit within 5 years from the date the building right is granted for the erected/renovated building.
  • As the building is located in the heritage protection area of the city of Valga, in addition to the general building conditions, the requirements of the heritage protection office must also be taken into account.

The building owner is obliged to pay all costs related to the erection, maintenance, upkeep and management of the building, which is an essential part of the building right. The buildings shall not be removed at the end of the term of the building right and no payment or compensation shall be made to the developer in respect thereof. Public and private charges shall be borne and paid by the building owner.

If the building has been actively used for the intended purpose for a period of five years after obtaining the building permit, the owner of the building right can, if he wishes, convert the building right into ownership.
