NGOs and associations active in the field of culture can apply for support to carry out projects and for operating grants.

Non-profit organisations and associations can apply for the support if they have their registered office in Valga municipality according to the Commercial Register and have submitted their annual reports and reports on the use of previous grants in due time.

Conditions and procedures for support for cultural activities and community development

Operating grants for non-profit organisations

Operating grants are awarded to non-profit-making associations for the development and activation of their activities, provided that the association has been active for at least six months according to the business register.

The basis for calculating the operating grant and the rates are set by the municipality on the basis of the municipality's budget and the proposal of the committee for the award of cultural grants. The deadline for submitting applications for the current year is 31 January. The deadline for submitting the report on the previous year's grants is 15 January. The deadline for submitting applications is 15 January.

Project support

You can apply for project support for cultural activities and community development. The application deadlines are 20 February, 20 May, 20 August and 20 November. If the deadline falls on a weekend or public holiday, the deadline is the working day following the deadline. The beneficiary of a project grant shall submit to the municipality a report on the use made of the grant, in the form provided, no later than one month after the end of the project.

The project grant application must be co-financed by at least 10% of the total project amount, which may be in kind.

The following activities are supported in the organisation of cultural projects:

  1. organising and carrying out sustainable and traditional cultural events that are important for the municipality;
  2. organising exhibitions, concerts, festivals, workshops, etc. in the municipality;
  3. the aspirations for self-improvement of the municipality's renowned and recognised creators;
  4. the participation of the cultural collectives of the municipality in international and national competitions, contests and festivals;
  5. organising festive anniversaries for cultural collectives. In the case of catering, only the purchase of a birthday cake will be financed;
  6. cultural cooperation between non-profit organisations;
  7. the purchase and production of folk costumes and performing costumes for groups, provided that the budget of the application includes an estimate of the cost;
  8. transport costs, which may include tickets purchased before the deadline for submission of applications (the existence of tickets is not a condition for the decision to accept an application). When applying for transport costs, the budget must indicate the route and the cost of petrol if private cars are used.
  9. the production of non-periodical publications, provided that the application includes a description of the publication and a definition of the genre, the print run and budget, and information on the use, distribution and/or conservation of the publication.

The following projects are not supported by the organisation of cultural activities:

  1. charity projects (e.g. paying fees to performers at charity concerts, making products);
  2. profit-making projects;
  3. construction and renovation work and furnishing of premises;
  4. the acquisition of property, fixtures and fittings;
  5. producing publications on the activities of a narrow range of people and targeted at a small interest group;
  6. catering costs, except in exceptional cases;
  7. excursions;
  8. trading at fairs and outdoor events;
  9. social, health and education projects.

Support for own and co-financing contributions

Throughout the year, a non-profit organisation may submit a free-form application to the municipality for the coverage of its own and/or co-financing of projects, except for projects supported by the municipality. The decision to grant a subsidy is taken by the municipality, taking into account the budgetary possibilities of the municipality.
