Applying for a building permit
A building permit is required the construction of the buildings described in Annex 1 to the Building Code.e age.
A building project must always be submitted when applying for a building permit. The construction project must be drawn up in accordance with the design standards in force in Estonia, Regulation No 97 of the Minister of Economic Affairs and Infrastructure of 17 July 2025 "Requirements for construction projects". and good design practice.
We recommend that you coordinate the proposed building with the Valga Municipality Construction and Planning Service before drawing up a construction project.
An application for a building permit and related documents shall be submitted electronically to Valga Municipality. building register via. Exceptionally, if an application for a building permit and related documents cannot be submitted through the Building Register, they shall be submitted to the Valga Municipality Building and Planning Service, which shall enter the data in the Building Register.
The competent authority shall grant or refuse a building permit within 30 days of the date of submission of the application. A state fee must be paid when applying for a building permit.
Fees for examining an application for a building building permit
- A state fee of EUR 150 is payable for the examination of an application for a building permit for a dwelling and its servicing structure. A state fee of EUR 30 shall be charged for the examination of an application for a building permit for the demolition of a dwelling house and its service structure.
- A state fee of 250 euros is charged for the examination of an application for a building permit for a non-residential building and a building serving a non-residential building. A state fee of EUR 30 shall be charged for the examination of an application for a building permit for the demolition of a non-residential building and its service structure.
- If an application for a building permit includes several buildings and the facilities serving them, the state fee shall be paid separately for each building subject to building permit included in the application.
Fees for the examination of an application for a construction permit for a facility
- A state fee of EUR 30 is payable for the examination of an application for a building permit for a railway installation, an auditable pressure or gas installation, a distribution network electricity installation, a communications and telecommunications installation, a sewerage installation, a surface water reservoir, a borehole, a borehole, a sports or recreation installation, a sports or recreation installation not permanently connected to the shore serving a bathing beach and a special installation. A state fee of EUR 30 shall be charged for the examination of an application for a building permit for the demolition of the above-mentioned facilities.
- Publicly accessible private road, air transport facility, harbour facility, facility permanently connected to the shore of a public body of water, other facility not permanently connected to the shore of a public body of water, including a facility functionally connected to the shore, the examination of an application for a building permit for a water supply and sewerage pipeline, a sewerage installation, a dam, a weir, a shore protection installation, a reservoir, an irrigation and drainage installation, a lifting device, a transmission system electricity installation and a landfill installation shall be subject to a fee of EUR 250. A fee of EUR 30 shall be charged for the examination of an application for a building permit for the demolition of the abovementioned installations.
- If an application for a building permit includes several independent structures, the fee shall be paid separately for each structure included in the application.

Notification of construction
There is no charge for submitting and reviewing a building notification. The building permit must be submitted at least ten days before the start of construction work. in the case of buildings listed in Annex 1 to the Building Code.
In the cases listed in Annex 1 to the Building Code, a building project must be submitted with the building permit. The building permit and related documents are submitted electronically to Valga Municipality. building register via. Exceptionally, if it is not possible to submit the building notification and related documents through the building register, they are submitted to the Valga Municipality Construction and Planning Service, which enters the data in the building register.
If the competent authority does not inform the notifier within ten days of the notification of the need to further verify the information provided in the notification, construction may start and the notifiable construction works will be entered in the construction register.
