Initiation of detailed planning

The detailed plan is the basis for the construction project. A detailed plan is required in Valga city, Tsirguliina village, Laatre village, Õru village and in areas and cases where a detailed plan is required by the general plan of Valga municipality for the erection or extension of a building over 33%, for the construction of a building of significant public interest or a building with significant spatial impact. Based on on planning law local authorities have the right to make exceptions and, in certain cases, to allow the construction or extension of a building without drawing up a detailed plan; and on the basis of design specifications. A detailed plan is drawn up primarily for the purpose of implementing a general plan or creating integrated spatial solutions for the planning area.

The preparation of detailed plans in Valga municipality is organised by Valga municipality government. In order to initiate a detailed plan, a written application must be submitted stating:

  • The location of the planning area (the cadastral parcel's proximate address and cadastral parcel reference number or a map to be attached to the application),
  • The need and purpose of the plan.

A local authority has the right to enter into an administrative contract with a person interested in drawing up a detailed plan for the purpose of drawing up the plan or commissioning the drawing up of the plan. The contract defines the obligations of the parties with regard to the preparation of the detailed plan and the financing of its preparation.

Before designing and constructing a building, it is advisable to cooperate with the Valga Municipality Construction and Planning Service to find out whether there is a valid detailed plan, whether there is a need to prepare a detailed plan or whether design permits will be issued for the proposed construction project.
