Rules for keeping dogs and cats in Valga municipality
The catching and sheltering of stray and unsupervised pets in the administrative territory of Valga municipality is organised by the Valga municipality through the Valga shelter service of Varjupaikade MTÜ.

All challenges must be coordinated with a representative of Valga Municipality. The local authority accepts calls from the following entities to deal with emergency situations (aggressive and dangerous animal, abused or seriously injured animal, animal left homeless in a fire accident) on the territory of Valga municipality:
- Police and Border Guard Board,
- The Rescue Board,
- Food and Agriculture Board.
These agencies have the right to make round-the-clock calls.
Pet owner's reminder
We want to remind people that there are responsibilities that come with keeping livestock, and that they need to be aware of these.
Here's an overview of the most important things for keepers to remember:
- Please note that it is allowed to keep pets in a building or property belonging to or owned by the keeper, where the animal may not leave the premises without supervision.
- If you have a pet in an apartment, remember that in addition to the Valga municipality pet keeping rules, you must also follow the rules of the apartment association.
- Your pet must not disturb public order or endanger other people, their property or animals. Public order also includes night-time peace and quiet, which must not be disturbed by your pet.
- When in a public place (e.g. a street, park) with a pet, you must ensure the safety of other animals, people and property and public order and use a leash, carrier or muzzle. In this way, you will ensure the safety of your pet, as well as that of your fellow citizens and other pets.
- Please note that, as a pet owner, you are fully liable for any damage to property or health caused by your pet if it is the result of a breach of the rules (Valga municipality rules on keeping dogs and cats).
- Have your pet registered at the vet and microchipped. This is the surest way to identify the owner in the event of a lost pet. You can also add a microchipped pet directly to the register yourself. LLR portal (pet register)
- Always clean up after your pet. That way, you'll keep your home tidy.
- Make sure your pet is vaccinated on time. Vaccination against rabies is compulsory.
Pet register
Pet owners can add their animals directly to the register themselves. From the LLR portal
From the LLR portal, owners can access the details of their registered animals, update their contacts (phone, e-mail) and the address of the animal's location, report the death of an animal and register their chipped pet. An ID card is required to access the portal.
In addition, you can also check out animals in shelters, add your own advertisements for lost/looted pets and search for pets by chip number in the register. Find out the frequently asked questions when using the register.
How do I register my animal in the LLR?
- Go to www.llr.ee
- Log in with your ID card to "e-service" (you can find it either on the top right of the page or on the Home page).
- (If you already have a pet in your name, your details will be displayed, and your pet's details will appear underneath).
- To register a new pet, please click on the blue "Register a new chipped pet" button.
- A mandatory check of the animal's chip number will open, where it will be checked if an animal with such a chip is already registered. Please enter your animal's chip number (it is a 15-digit number combination) in the box and click on the "Check chip number from register" button.
- If there is no chip number in the register, the animal registration form will open. Fill in the fields and "Save" the data.
- If the animal is on the register, you will also see its details in the "Animal list".
