Excavation permit and application
Excavation work may be carried out under an excavation permit. This is a document that gives permission for excavation work to be carried out, and sets out the conditions and time limits for excavation work. The permit is applied for by the person interested in the excavation or by the excavator. The applicant must submit to the authorising authority a form for the an application for an appeal, a construction project, if the application is made in connection with construction work for which a construction project is required, and a plan of the excavation area.
The Regulation sets out in more detail the obligations of the excavator, e.g. marking of the excavation area, emergency works, protection of landscaping and utility networks, time of landscaping works, etc.
The requirements of this Regulation shall not apply to excavation work on the property of natural or legal persons, except for the construction, maintenance or repair of technical installations connected to public utility networks leaving or entering the property; or in cemeteries or areas where excavation work is regulated by other regulations, except for the construction or repair of utility networks and installations.
As of 1 January 2019, a uniform Valga municipality excavation work regulation came into force in the city and municipality of Valga.
The rules determine the procedure for excavation work on the territory of the city and municipality of Valga and are mandatory for all persons carrying out excavation work. Excavation works are: works deeper than 30 cm above the ground; works that disturb the road or surface cover or change the ground level by more than 20 cm; and works related to planting or uprooting trees and shrubs.
