The new period of organised waste collection started in Valga municipality 01.02.2024
An organised waste carrier is. AS Estonian Environmental Services. The new period for organised waste shipments will bring a number of changes to the transfer of waste at source to the waste carrier.
Information on contracts, changes to transport schedules and how to obtain a packaging bag will be sent to you by the waste carrier's customer service at least one month before the start of the new period.

Conclusion of a waste contract
You do not need to sign the contract that has been sent to you if you use the terms and conditions (minimum solution) set out in your contract for the transfer of the waste, i.e. you agree to the terms of the contract.
If you want to use additional services, e.g. transfer additional types of waste, rent a container, order additional services, change the frequency of waste transport, etc., you need to send the information about the change of contract to the waste carrier's customer service (e-mail: valga@keskkonnateenused.ee, phone: 435 5025) and sign the revised contract.

Applying for an exemption from an organised waste shipment
According to § 69(1) of the Waste Act, all waste holders are automatically covered by the law, i.e. they do not have the choice of whether or not to join an organised waste collection service.
If the property is not inhabited or not used, the waste holder has the right to submit an application to the municipality for an exceptional exemption from connection to the organised waste collection service. In the application, please indicate the period of non-participation and the reason for non-participation. In the case of summer cottages and dwellings used as a summer residence (summer cottage), the request for exemption from the obligation to carry out organised waste collection must be made for the period of non-use (indicate the months).
It is possible to satisfy the request for non-connection and to exempt the waste holder (owner of the property) from connection to the organised waste collection system for a certain period only if the local authority is satisfied in advance that the circumstances of the exemption are true and allow the exemption.
The burden of proof lies with the owner of the property. The municipality has the right to request additional documents proving that the property is not occupied or used (e.g. data on the property's electricity consumption for the previous year if the property is connected to the electricity network, unless the property has been used so far).

The municipal government decides within 30 days whether to exempt a waste holder from joining an organised waste collection service or to reject his application.
The application for exemption from connection to the waste collection service shall be submitted to the municipality at least one month before the date on which the exemption period starts.

The exemption from organised waste transport may be submitted to Valga municipality in digitally signed form by e-mail to the following address. valga@valga.ee or by bringing it to the office of Valga Municipality at Puiestee 8, Valga city.

Use of a communal container
Waste holders wishing to use a common collection container are obliged to conclude a written agreement between themselves and to authorise one of them to conclude a waste collection contract with the waste carrier.
A communal container may be used for the collection of waste generated by adjacent properties or by apartment blocks and terraced houses with a common yard area, as well as by a waste holder with several properties in the municipality. If the owner of a property wishes to use a communal container with a housing association of which he is a member, the application for the use of a communal container must be accompanied by the written agreement of the housing association or the company providing management and maintenance services to the association. The size of the communal container must be in line with the amount of waste actually generated; and the use of a refuse sack as a communal container is not allowed.
An application for the use of a communal container is submitted to Valga Municipality, which assesses the acceptability of the use of the container and, if it meets the requirements of the Waste Management Code, approves the application.
