Valga Municipal Council Decision No. 14 of 14.01.2026 approved the detailed plan of the Pikk tn 1 land plot and its surrounding area in Valga city.
The aim of the plan is to plan a new service building and the necessary service facilities for the Circel K service station on the bank of the Silicon Stream, Pikk tn 1. The planning area is approximately 0.4 ha. The planning area is located next to the roundabout of Pika and Tartu Streets in the city of Valga. The land parcel Pikk tn 1 (cadastral parcel 85401:011:0060) in its entirety and the land parcel Räni val 3 (cadastral parcel 85501:001:0884) in part are included in the planning area.
The detailed plan includes a proposal to amend the general plan of the city of Valga, relating to the reduction of the construction exclusion zone of the Silicon Stream. The general plan of the city of Valga envisages land use in the area of the planning area with the land use function of commercial land, which is bordered on two sides by a main road with intensive traffic (Tartu Street and Pikk Street) and on the other side by green space (the general plan has the land use function of general land). According to the general plan, the Räni stream and the Pedel stream together with the pond are part of the green network of the city of Valga. According to the Nature Conservation Act, the width of the construction exclusion zone of a stream with a catchment area of up to 25 square kilometres is 25 m. The present detailed plan proposes to reduce the construction exclusion zone of the Räni stream to 10 m in order to continue the existing commercial activities on the Pikk tn 1 plot.
The detailed plan is a planning proposal to determine the building area and the location of the access road on the Pikk tn 1 plot. Within the building area of the Pikk tn 1 plot, buildings may be erected according to the following building rights:
- Land use designation - land for petrol station and service building 100%,
- Maximum number of buildings allowed - 1,
- Maximum permissible building floor area 250 m2,
- Maximum height of buildings - 9 m, one storey.
The building must be aesthetically pleasing and visible from all sides. Façades must be varied and add to the urban space, avoiding dark walls. Technical installations on the façade of the building must be concealed or mounted on the roof or on the side facing the Silicon Stream. The installation of solar panels is permitted on the roof. Exterior finishes must be of high quality materials, the use of imitation materials is prohibited. The building and facilities to be constructed shall create a coherent stylistic environment.
No zoning for the plot in Silicon Valley 3. The use of the plot is designated as a road and street area, with a second access to the Pikk 1 plot from Pikalt Street. The access from Tartu Street will be maintained in its existing form.
The Valga Municipal Council is of the opinion that the present detailed plan has been prepared in accordance with the strategic documents in force and that the amendment of the general plan of the city of Valga is justified, and is in line with the spatial development objectives of the municipality of Valga. The drafted plan complies with the legislation. In the course of the planning activities, various interests, including public interests and values, have been balanced, weighed up in accordance with the planning principles and the purpose of the planning, and integrated into the planning solution. The implementation of the detailed planning solution can be expected to have a positive impact on the quality of urban space and the economic environment of the area.
