From today, it is possible to express opinions on the planning of the Valga wind farm on the Valga municipality's website in the self-service environment. SPOKU valid form of “Determining the opinion of the residents of Valga municipality”. The electronic survey is open until 03.05.2026 at 23:59. The survey area covers villages in their entirety that fall within a 6-kilometre impact zone of the preliminary selection area for the special plan of the Valga wind farm.
The survey questions pertain to both general attitudes towards the development of renewable energy and the specific planning of the Valga wind farm. Completing the questionnaire will take approximately 10–15 minutes. The results of the survey will be advisory in nature to the municipal council when deciding on the adoption of the special plan for the Valga wind farm.
Opinion can also be expressed by filling in a paper questionnaire at the following survey points:
- Tsirguliina Community Hall (Tehase St 4, Tsirguliina village)
- 22.04.2026 15:00-19:00
- 25.04.2026 at 12:00-16:00
- at the Õru Service Centre (Kooli tn 2, Õru alevik)
- 29.04.2026 from 15:00 to 19:00

An electronically submitted opinion can be amended during the survey period by resubmitting the answers in the SPOKU environment or by completing a survey form at a survey point. If a participant has submitted an opinion both electronically and on paper, the opinion submitted on paper shall be considered valid and the electronic response shall be cancelled.
At least 16-year-old residents of Valga municipality, who according to the Estonian Population Register live in the following settlements of Valga municipality, have the right to participate in expressing their opinion:
