The new system will be implemented in Valga municipality from 12 April 2022. the procedure for installing advertising<\/a> <\/path><\/svg><\/span><\/p>\n\n\n\n

Decree adopted by the Valga Municipal Council \"Procedure for the installation of advertising and advertising tax\".\u201d <\/strong>regulates the installation of outdoor advertising and lays down the conditions for the removal and taxation of advertising in the administrative territory of Valga municipality.<\/p>\n\n\n\n

The design of the advertising medium and the advertisement must be in keeping with the appearance of the municipal space.<\/h2>\n\n\n\n

When planning the placement of an advertising medium or advertisement, the specific characteristics of a particular street, square or group of buildings must be taken into account. Advertising on a building must be appropriate in colour and proportion to the building. No advertisement shall be placed on pavements if the width of the pavement is less than 0,9 m. Advertisements on the road and street shall ensure traffic safety and allow for street maintenance and shall not dominate traffic control devices.<\/p>\n\n\n\n

An application must be submitted to install advertising<\/h2>\n\n\n\n

In order to install the advertisement, the advertiser submits to the Construction and Planning Service of Valga Municipality a formatted\u00a0request<\/a> <\/path><\/svg><\/span>, accompanied by the written consent of the owner or authorised person of the territory, building, structure or public vehicle where the advertisement is to be installed; a plan of the advertisement with dimensions and colour scheme; in the case of advertisements to be installed on the territory, a location plan showing the position of the advertisement to be installed and its connection to the public utility networks; written consent of the traffic and road expert of Valga Municipality for the installation of a non-traffic information device on the road or in the road protection zone; written consent of the owner of the power network for the installation of an advertisement in the protection zone of the power network; permission of the Heritage Protection Board for the installation of an advertisement in the heritage protection area, its protection zone and a monument; permission of the Road Administration for the installation of a non-traffic information device (advertisement) in the protection zone of a state road.<\/p>\n\n\n\n

The building and planning service issues the permit for the installation of advertising no later than 20 working days after the registration of the application with the appropriate annexes. The installation permit shall be granted for a period of up to 3 years.<\/p>\n\n\n\n

Advertisements shall only be placed on dedicated billboards, stands or surfaces. The person placing the notices is obliged to remove them within one working day after the end of the event.<\/p>\n\n\n\n

Taxation of installed advertising<\/h2>\n\n\n\n

All advertising installed on the administrative territory of Valga municipality is subject to taxation, except<\/strong> advertisements of state and local authorities and of the institutions of the European Union; election campaign advertisements and advertising of political parties, electoral alliances and individual candidates; social advertising; recruitment advertising during a period of 1 calendar month; advertising of theatres, cinemas, museums, exhibitions, cultural, sporting and charitable events; the trade name, the identification of the place of business and\/or the trade mark registered as belonging to the same undertaking affixed to the building in which the trader operates and to the adjoining land; advertisements placed inside a building or a public vehicle; information placed in accordance with the Estonian Standard EVS 613-2001 \"Traffic Signs and their Use\"; information placed during construction with the information stipulated in the Building Code; advertisements placed in a restricted or marked area during an event taking place there; advertisements whose surface size does not exceed A1 or 0.5 m.2<\/sup>.<\/p>\n\n\n\n

Rate per 1 m of advertising space2<\/sup> for a property located on a national road outside the city limits, is. 3 euros <\/strong>per month or \u20ac0.10 per day. The above-mentioned state roads are the main road No 3 J\u00f5hvi-Tartu-Valga, the main road No 6 Valga-Uulu, the secondary road No 67 V\u00f5ru-M\u00f5niste-Valga. The tax rate for advertising space within the city of Valga is 1 m2<\/sup> 5 euros<\/strong> per month or \u20ac0.17 per day. The rate for advertising on the outside of a public vehicle is as follows EUR 25<\/strong> six.<\/p>\n\n\n\n

The taxpayer is required to submit a proper tax return to the Building and Planning Service no later than the first working day following the installation of the advertisement.<\/p>\n\n\n\n

Control of the installation of advertising and the collection of advertising tax is carried out by the building and planning service.<\/p>\n<\/div>\n\n\n\n
