Exceptionally, if it is not possible to submit the application for an authorisation of use and the accompanying documents through the Building Register, they shall be submitted to the Valga Municipality Construction and Planning Service, which shall enter the data in the Building Register.<\/p>\n\n\n\n<p>If the necessary documentation is submitted to the department in paper form, it must be in an archival binding. The documentation must be stapled in such a way as to preserve its integrity. The documentation must be systematised and contain a list of contents in the first folder.<\/p>\n\n\n\n<p>Competent authority&nbsp;<strong>grants or refuses to grant an authorisation within 30 days of the date of submission of the application.<\/strong><\/p>\n\n\n\n<p>At least the following documents must be submitted when applying for a permit (the final list of documents depends on the actual situation (in the absence of a design, a technical audit of the building);<\/li>\n\n\n\n<li>Construction diaries;<\/li>\n\n\n\n<li>Covered works files;<\/li>\n\n\n\n<li>Certificate of conformity of the electrical installation together with a survey report (issued by an accredited technical inspection body);<\/li>\n\n\n\n<li>Other construction documents, including equipment set-up and test reports, installation, maintenance and operating instructions.<\/li>\n\n\n\n<li>In the case of new buildings and extensions, a post-construction topographic survey must be provided, carried out by a qualified person.<\/li>\n\n\n\n<li><strong>A fee is payable.<\/strong><\/li>\n<\/ol>\n\n\n\n<div class=\"wp-block-group has-border-color has-base-background-color has-background state fee of EUR 30 is payable for the examination of an application for a permit for the use of a dwelling house and its service facility.<\/li>\n\n\n\n<li>A state fee of EUR 60 is payable for the examination of an application for a permit for the use of a non-residential building and the facility serving it.<\/li>\n\n\n\n<li>If an application for an authorisation of use contains several buildings and the facilities serving them, the state fee shall be paid separately for each of the buildings subject to authorisation contained in the application.<\/li>\n<\/ol>\n<\/details>\n<\/div>\n\n\n\n<div class=\"wp-block-group has-border-color has-base-background-color has-background has-global-padding is-layout-constrained class=\"wp-block-list\">\n<li>A state fee of EUR 30 is payable for the examination of an application for an authorisation to use a railway installation, an auditable pressure or gas installation, a distribution network electricity installation, a communication and telecommunication installation, a sewerage installation, a surface water reservoir, a borehole, a sports or recreational facility.<\/li>\n\n\n\n<li>A state fee of EUR 60 shall be charged for the examination of an application for the authorisation of the use of a private road accessible to the public, an air transport facility, a facility not permanently connected to the shore of a body of public water, including a facility functionally connected to the shore, a water supply and sewerage pipeline, a reservoir, an irrigation and drainage facility, a lifting device, a transmission network electricity facility and a landfill facility.<\/li>\n\n\n\n<li>If the application for authorisation contains several independent installations, the fee shall be paid separately for each installation included in the application.<\/li>\n<\/ol>\n<\/details>\n<\/div>\n\n\n\n<p><strong>The accounts of the Municipality of the building<\/h2>\n\n\n\n<p>The notification of occupancy, together with the relevant documents required by law, must be submitted when the building is completed at least 10 days before the
