The construction project must be drawn up in accordance with the design standards in force in Estonia,\u00a0<a href=\"https:\/\/www.riigiteataja.ee\/akt\/127122024025\" target=\"_blank\" rel=\"noreferrer noopener\">Regulation No 97 of the Minister of Economic Affairs and Infrastructure of 17 July 2025 \"Requirements for construction projects\".<\/a><a href=\"https:\/\/www.riigiteataja.ee\/akt\/118072015007\" target=\"_blank\" rel=\"noreferrer noopener\">\u00a0<\/a>and good design practice.<\/p>\n\n\n\n<p><strong>We recommend that you coordinate the proposed building with the Valga Municipality Construction and Planning Service before drawing up a construction project.<\/strong><\/p>\n\n\n\n<p>An application for a building permit and related documents shall be submitted electronically to Valga Municipality. <a href=\"https:\/\/www.ehr.ee\/app\/esileht?1\" target=\"_blank\" rel=\"noreferrer noopener\">building register<\/a> via. Exceptionally, if an application for a building permit and related documents cannot be submitted through the Building Register, they shall be submitted to the Valga Municipality Building and Planning Service, which shall enter the data in the Building Register.<\/p>\n\n\n\n<p>The competent authority shall grant or refuse a building permit within 30 days of the date of submission of the application.&nbsp;<strong>A state fee must be paid when applying for a building permit.<\/strong><\/p>\n\n\n\n<div class=\"wp-block-group has-border-color has-base-background-color has-background has-global-padding is-layout-constrained wp-container-core-group-is-layout-9597dc02 wp-block-group-is-layout-constrained\" style=\"border-color:#138440;border-width:1px;border-radius:3px;padding-top:var(--wp--preset--spacing--10);padding-right:var(--wp--preset--spacing--10);padding-bottom:var(--wp--preset--spacing--10);padding-left:var(--wp--preset--spacing--10);box-shadow:var(--wp--preset--shadow--vaike-vari-2)\">\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Fees for examining an application for a building building permit<\/summary>\n<ol class=\"wp-block-list\">\n<li>A state fee of EUR 150 is payable for the examination of an application for a building permit for a dwelling and its servicing structure. A state fee of EUR 30 shall be charged for the examination of an application for a building permit for the demolition of a dwelling house and its service structure.<\/li>\n\n\n\n<li>A state fee of 250 euros is charged for the examination of an application for a building permit for a non-residential building and a building serving a non-residential building. A state fee of EUR 30 shall be charged for the examination of an application for a building permit for the demolition of a non-residential building and its service structure.<\/li>\n\n\n\n<li>If an application for a building permit includes several buildings and the facilities serving them, the state fee shall be paid separately for each building subject to building permit included in the application.<\/li>\n<\/ol>\n<\/details>\n<\/div>\n\n\n\n<div class=\"wp-block-group has-border-color has-base-background-color has-background has-global-padding is-layout-constrained wp-container-core-group-is-layout-9597dc02 wp-block-group-is-layout-constrained\" style=\"border-color:#138440;border-width:1px;border-radius:3px;padding-top:var(--wp--preset--spacing--10);padding-right:var(--wp--preset--spacing--10);padding-bottom:var(--wp--preset--spacing--10);padding-left:var(--wp--preset--spacing--10);box-shadow:var(--wp--preset--shadow--vaike-vari-2)\">\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Fees for the examination of an application for a construction permit for a facility<\/summary>\n<ol class=\"wp-block-list\">\n<li>A state fee of EUR 30 is payable for the examination of an application for a building permit for a railway installation, an auditable pressure or gas installation, a distribution network electricity installation, a communications and telecommunications installation, a sewerage installation, a surface water reservoir, a borehole, a borehole, a sports or recreation installation, a sports or recreation installation not permanently connected to the shore serving a bathing beach and a special installation. The building permit must be submitted at least ten days before the start of construction work.\u00a0<a href=\"https:\/\/www.riigiteataja.ee\/aktilisa\/1080\/7202\/5039\/Lisa_1_01072023.pdf#\" target=\"_blank\" rel=\"noreferrer noopener\">in the case of buildings listed in Annex 1 to the Building Code<\/a>.<\/p>\n\n\n\n<p>In the cases listed in Annex 1 to the Building Code, a building project must be submitted with the building permit.
