A major reform of disability benefits took place in 2005, when the state transferred the responsibility for disability carer's allowance to local authorities. The conditions for the payment of carer's allowance vary from one municipality to another. In the municipality of Valga, the rules for the payment of carer's allowance to disabled persons are flexible, allowing carer's allowance to be paid also to a working carer. Carer's allowance<\/strong>\u00a0may be applied for by any person who provides a person in need of care with special needs and who has been appointed as a carer of that person by order of the Valga Municipality Government. The need for continuous care is established by the social assistance office on the spot or on the basis of an assessment questionnaire carried out at the home of the disabled person, the extent of the need for assistance and the need for the appointment of a carer are decided.
